When Nago finds Sugimura, he chases the fugitive all the way to Wataru's high school and takes Natsuki hostage, but she is freed by the joint efforts of Wataru and Nago. However, the Medusa and Mummy Legendorgas appear to Sugimura's aid when he was being escorted back to jail, overpowering Ixa as Kiva arrives. They overpower the riders until another figure named Takato Shiramine appears, transforming into Kamen Rider Rey and driving the two Legendorgas off as they take Sugimura with them, waking him as their Lord.

Phone sex, serial killers dressed as schoolgirls, gangster pornographers, a naked de-winged angel, ejaculating onto open wounds... what this all has to do with anything only Naoyuki Tomomatsu knows. Nasty gore and lots of violent sex abounds, fans who just want to see that should be happy. It doesn't have the wacky sense of humor that Tomomatsu's later films do, but one can see the beginnings of his style developing.

To return the favor to Eiji for before, Shotaro and Philip become Kamen Rider Double to hold off the Foundation X Zodiarts as Eiji and Gentaro assume their Kamen Rider forms to reach Kannagi. Amused at the Kamen Riders' intent to stop him, Kannagi puts them at the mercy of an army of Dustards, Waste Yummy, and Masquerade Dopants. As Kamen Rider OOO assumes his various Combos to take out some of the grunts, Kamen Rider Fourze uses his Astroswitch combinations to wipe out the rest before the Exodus begins takeoff. As Kamen Rider OOO is overpowered by replicas of the Greeed and the Museum Dopants, Kamen Rider Fourze reveals he has found four Kamen Rider themed Astroswitches and three Kamen Rider themed Core Medals. When the two Riders use the items, they are revealed to be the Seven Legendary Kamen Riders and are able to return to their normal forms. They tell the two Kamen Riders to stop Kannagi while they hold off the monster replicas as Kamen Rider Aqua arrives to give Kamen Rider OOO a new set of Core Medals from the future.

The only outlet for women in all this chaos, are conversations and dreams of a mysterious protector of all women prisoners named Sigma. The prison myth says that Sigma goes on prisons and cracked down violent guards, granting freedom to unhappy prisoners. But alas, this is only a myth...
Once, in the prison appears Ryu Kanzaki, convicted for killing a man who raped her sister Manami. Earlier, an attempt to take revenge on the offender, in the same prison was and Manami. At the last meeting the sisters, Manami vowed Ryu, that is released from prison at any cost and complete the unfinished revenge. But... the mysterious "loner" got in her way and Manami not managed to get out of it alive. Synopsis : Three friends (Daigo, Asuka, and Gamu) go to Daigo's house to watch Ultraman. The show inspires them to follow their dreams. Then one day, they all meet a mysterious girl in a white dress and red shoes. The four play together until they see a star in the sky. The boys each wish on the star and Daigo then asks the girl to do so as well. Soon afterwards, the girl leaves never to be seen again. About 30 years have passed and Daigo, Asuka, and Gamu have given up their dreams and got regular jobs. Daigo is a tour guide, Asuka is a ball boy, and Gamu is a curator at the city museum. Daigo, before arriving late at work, passes by Hayata's bike shop, Dan's Hawaiian restaurant, Go's auto shop, and Hokuto's bakery. Soon after arriving late to work, a weird phenomenon occurs: in the sky, an up-side down mirage of Tokyo destroyed appears. Daigo suddenly has a vision of monsters attacking the desolate city. However, he turns around to find an actual Ultraman standing along with seven other Ultras.
Daigo then has another vision of one of the Ultras being imprisoned by two kaiju, Alien Guts and Alien Nackle. Much to Daigo's surprise he sees Hayata, Dan, Go, and Hokuto who plan to save Mebius. Then to his shock, he sees the four become Ultraman, Ultraseven, Ultraman Jack, and Ultraman Ace. But to his embarrassment and the ire of his boss, he discovers that he was only dreaming at work. The next day, the mirage disappears and the whole city forgets the incident. Later, Daigo tells Asuka and Gamu what he saw in his dream at Dan's restaurant much to their amusement. He also tells Rena, Daigo's girlfriend and Hayata's daughter of his visions. The day after, Daigo has another vision of Ultraman, Zoffy, Ultraseven, Ultraman Jack, Ultraman Ace, and Ultraman Taro fusing with Ultraman Mebius to destroy U-Killer Saurus・Neo. After the battle, Daigo meets Mirai Hibino, Ultraman Mebius. Seconds after meeting him, Daigo finds himself back in the real world. Daigo then meets with Asuka and Gamu again to discover they both had dreams of turning into Ultras: Ultraman Dyna and Ultraman Gaia. Daigo begins to think there might a universe where they are all Ultraman, but both Gamu and Asuka laugh at the notion. The three then reminisce on the past and the dreams they wished upon.
